碩士 === 國防大學 === 戰略研究所 === 104 === Since China implemented planned economy, due to excessive supply over demand, imbalance between the east and west, and slow growth of global economy, it has launched the strategy of “One Belt and One Road.” From the perspective of Neo-Liberalism, this thesis discusses how China as the second largest economic entity conceives the strategic planning of the “One Belt and One Road.” The research found that the strategy of “One Belt and One Road” aims to consolidate the security and economy for the integrated development of internal and external environment. Through the economic measure of “One Belt and One Road”, China strengthens the financial transformation. It can not only facilitate the market flow, but also expand the advantage and transformation of domestic industries. China's "Going Out" economic strategy will initiate its “proactive” approach in terms of development and national interests.
