Moreover, based on the research results and further suggestions, we hope to provide references for educational administration organizations, small elementary schools, and future related studies. In this study, questionnaire survey method is applied, and subjects come from 40 public small elementary schools in Tao-Yuan County, with total of 458 valid questionnaires are collected. Data analyzes include descriptive statistics, independent sample t-test, canonical correlation analysis, and stepwise multiple regression analysis. The conclusions based on this study are as follows: 1. There is medium degree of teacher’s perception toward difficulties regarding small schools at public elementary schools in Tao-Yuan County. 2. There is medium-high degree of teacher’s perception toward organizational commitment at public elementary schools in Tao-Yuan County. 3. There are statistically significant differences in teacher’s perceptions toward difficulties regarding small schools among diverse background variables (gender, working seniority, educational status , in charge duties , school scale, and school locality ) at public elementary schools at Tao-Yuan County. 4. There are statistically significant differences in teacher’s perceptions toward organizational commitment among diverse background variables (age, working seniority, educational status ,and in charge duties )at public elementary schools at Tao-Yuan County. 5. There is a statistically significant canonical correlation between the difficulties regarding small schools and teacher’s organizational commitment at public elementary schools in Tao-Yuan County. 6. The difficulties regarding small schools have a significantly predictable effect on teacher’s organizational commitment, especially in the aspect of teacher's difficulties which have better predictive power, at public elementary schools in Tao-Yuan County. At last, based on the research conclusion, our suggestions are expected to be used as reference for educational administration organizations, small elementary schools, and future related studies.
