Summary: | 碩士 === 國立高雄第一科技大學 === 環境與安全衛生工程研究所 === 104 === In the past, the traditional security management improvement focused on technical engineering, e.g. equipment management, engineering improvement, safety design, repair and maintenance, etc. And it developed into system management. Although it can reduce the accidents and harm of hardware, equipment and environment, it still can not eliminate the accidents completely. In recent decades, studies from experts and scholars confirm that the level of the organization''s security management depends on internal safety culture. Safety culture determines the organization''s security management performance. Unsound safety culture will cause more critical and dangerous event.
In this study, the references were collected. And integrate into the security dimension of management factors based on safety culture. Screen out the company''s dimension through expert interviews. Using AHP (Analytic Hierarchy Process, AHP) to construct safety management factors hierarchical structure. questionnaire was designed for company personnel in order to discuss and understand the attitude of security management factors dimension. The objects were divided into employees, contract manufacturers staff, junior officers, manager and all employees five group. The results are evaluated separately and cross compared in order to understand the needs of different groups. Finally, the order of the relative weight of the system, as a reference to improve the existing system of safety management, was established.
Through the five group analysis results of the object company, it is summarized into five safety culture factors in priority weight.(i) security commitments and policies, (ii) safety incentive and punishment, (iii) Safety supervise and Check, (iv) education and training,(v) safety leadership.
According to the analysis results, recommendations for the object company are given:(i) Manager should include security countermeasures into operating principles, and combine them with the operational goals.(ii) Punishments should be replaced by rewards to change the impression of "safety requirements equals to punishment".(iii) Establish a complete monitoring and checking system. Moreover, the system should be a measure of company culture and characteristics.(iv)Plan and implement the training programs for different groups of personnel.(v) Develop or establish security concepts and knowledge actively for executives and manager.
