Totally 556 questionnaires distributed, 520 returned, 502 valid questionnaires, the response rate 90.29%. Based on the 502 valid questionnaires, the results are as followed: 1. The special agent, male, serving field work, aged over 51 years old, being as special agents more than 21 years, have higher perception of organizational learning. 2. The special agent, male, serving field work, aged over 51 years old, above senior secretary position, working public office more 21 years, with higher degree of knowledge management and perception behavior. 3. The special agent, male, aged over 51 years old, above senior secretary, serving field work, working public office more than 21 years, with better work performance. 4. The special agent, serving field work, the relationship in organizational learning, knowledge management and work performance as well as various aspects are also significantly positively correlated. 5. The analysis shows that job performance has a positive influence on "knowledge creation", part of knowledge management and "systems thinking", part of organizational learning. This study will make recommendations based on its result as a reference for management and further research of Investigation Bureau.
