The research is to adopt questionnaire survey. The subjects of the study were official teachers in Kaohsiung secondary schools. Stratified random sampling was utilized according to school sizes. The subjects were 797 teachers from 48 schools. There were 715 valid questionnaires. Descriptive statistics, t test, one way ANOVA, Pearson's product-moment correlation coefficient, stepwise multiple regression were adopted for data analysis.   Based on the results of the data analysis, the findings are as follows. 1.The state of Kaohsiung secondary schools’ principal positive leadership is at upper-medium level. Especially teachers have shown the highest awareness to creating a positive atmosphere but shown the lowest awareness to taking advantage of positive communication. 2.The state of Kaohsiung secondary schools’ organizational culture is at upper-medium level. Especially teachers have shown the highest awareness to a supportive culture but shown the lowest awareness to the bureaucratic culture. 3.The state of Kaohsiung secondary schools’ effectiveness is at upper-medium level. Especially teachers have shown the highest awareness to teaching perception but shown the lowest awareness to community identity. 4.Male teachers with director positions, serving in senior high schools have shown higher awareness to principal positive leadership. 5.Male and full-time teachers, services in senior high schools or junior high schools, more than 48 classes, having a principal who holds working experience five to eight years have shown higer awareness to school organizational culture. 6.Male teachers with director positions or with teaching experiences as full-time teachers less than 5 years, serving in senior high schools or junior high schools, more than 48 classes or 25 to 48 classes, having a principal who holds working experience for five to eight years have shown higher strong awareness to school effectiveness. 7.The correlation of principal positive leadership, school organizational culture and school effectiveness in Kaohsiung secondary schools were positive significantly. 8.The principal positive leadership and school organizational culture in Kaohsiung secondary schools can lead out the detection of school effectiveness obvious, especially from supportive culture.
