This study divided teaching material into three stages: 1) basic teaching material; 2) advanced teaching material; 3) higher-order teaching material, in order to develop teaching material. Nine experts, including beauty care teachers, preschool children care teachers, and advertising design teachers of Department of Home Economics, assessed the goodness of fit of decoupage teaching material for vocational senior high schools, in order to understand the goodness of fit for learning of the decoupage teaching material for vocational senior high schools developed in this study. The assessment results of goodness of fit of decoupage teaching material for vocational senior high schools in this study showed that, 9 experts suggested that, for the basic teaching material for works, more adequate item was skill. For the advanced teaching material, more adequate item was skill. For the higher-order teaching material, in addition to pay attention to skill and creativity, applicability and modeling were more adequate. For the parts to be strengthened, experts’ assessment suggested that the three-dimensional feature of works in the aspect of modeling was insufficient. The main reason was that basic teaching material belonged to beginners’ progressive and step-by-step operation. Therefore, the works were mainly simpler planar collage attaching importance to the adhesion and smoothness among collage bodies. Therefore, the three-dimensional feature of basic teaching material seemed insufficient. For the advanced teaching material, the objects for selection for body teaching materials were smaller. Therefore, during the shaping of works, the three-dimensional feature apparently should be strengthened. This study also made innovative breakthroughs for the 3D and cracking agent in the future development of decoupage. Future studies may make more attempts and innovations for the creation of 3D and cracking agent. According to the results of development of decoupage collage art teaching materials, this study proposed several suggestions for future studies and practices.
