Taiwan government demanded that the Philippine government apologize, compensate, punish those responsible, and start talks between the two countries on a fishing agreement within 72 hours. Owing to unsatisfactory response, Taiwan government imposed sanctions and conducted drills with its Naval and Coast Guard forces to protect fishing boat. After the Philippine government responded specifically, Taiwan government finally lifted all sanctions on August 8th, 2013. The research analyzed the Guang Da Xing No. 28 incident through game theory and manipulated the strategies of hawk-dove game, dynamic innings, repeated innings and Nash bargaining solution to understand the interaction of the mutual countries. As the result, the disputes in the overlapping EEZ between the two countries belong to the infinitely repeated game. Philippines became aware that their provocations caused Taiwan''s punishments and sanctions, and it will lead to cooperation in the long term. Based on the United Nations Convention on the Law of the Sea (UNCLOS), Taiwan and Philippines will delimitate the 200 nautical miles of EEZ or cooperate through fishery negotiation.
