Small accounting firms in Taiwan face the problem of customer relocation, accounting services rebuilded by information technology, the competition from big accounting firms. Small accounting firm is not easy to survive in Taiwan. In this research, a small accounting firm will be analyzed as a case study. Eleven relative accounting servers’ opinion will be collected. We will use the five forces analysis, SWOT analysis and PEST-SWOT analysis to disduss the advantage and drawback of this small accounting firm in the dimension of politics and economics. After that, nine operation strategies will be builded. According to the analysis result, the operation strategies of the small accountancy firm are as follows: 1. The strategy of using human resource flexibly. 2. The principle of executing high price case first. 3. The strategy of developing tax planning business. 4. The strategy of developing foreign accounting service. 5. The strategy of specialization policy. 6. The strategy of developing a continuous line service. 7. The strategy of developing small scale enterprise customers and establishing good relation with them. 8. The strategy of developing non-core business in large accounting firms. 9. The strategy of developing high-risk customers.
