Summary:碩士 === 國立臺南大學 === 行政管理學系碩士班 === 104 === Since the animal protection policy has been implemented in Taiwan, our government has faced moral disputes for a long time. For instance, in the trap-neuter-release policy, people who supports the policy are in favor of reducing the number of animal-Abandonment rates. On the other side, people who are against the policy oppose to the deprivation of the natural behaviors rights of animals. These kinds of policies which involve moral disputes caused the reason why our animal protection policy can not be smoothly conducted in Taiwan. However, the consensus on this issue, are the key to overcome the difficulties in the policy. In our research, we managed to condense the consensus and differences among the antithesis in order to suggest what our government should do initially, and should avoid doing now. How to deal with the problems? It is important to use an appropriate methodology. The methodology must have the function that could find out the consensus and differences on subjective from the subjects. Therefore, Our article was tempted to using Q Methodology for the requirement.
