It is important to have a safe and effective operation mode of reservoir flood control that can accommodate typhoon’s volume. However, the release timing depends upon decision makers and their experiences. The purpose of this thesis is to study the flood operation at the Tseng-wen reservoir. We collect the flood control facilities and 56 typhoons’ historical data during flood operation and use the current situation of inflow and water level as the operating factors. According to the information entropy theory, different inflow and water level will be converted into flood release index. However, releases would be decided as a function of release indexes that correspond to current water surface elevation and inflow rate. By using the genetic algorithm, we optimize the releases during flood operation that consider the flood peak reduction, downstream safety and water level are the main objectives until flood ending. This flood operation model will help decision makers to determine the current release and to reduce the risk of flooding. In addition,we choose five typhoons (Morakot、Jangmi、Sinlaku、Krosa and Ewiniar) to verify and compare with the flood operation in practice and previous research (Tsai 2010), then set the different weights for the outflow and final water level for sensitivity analysis. The results show that this proposed model improve the flood mitigation effect after change the different weights, and this method could reduce the peak rate and ultimately a better level of performance.
