However, a review of the nautical chart information of the area shows that information regarding tidal changes and its environment is incomplete. Particularly, some current fairways that have not been planned or corrected pass through suspected minefields. Vessels sailing these waters do not navigate on originally planned fairways, resulting in complicated and heavy vessel traffic, highlighting the need to investigate fairway seaworthiness. This study used the Automatic Identification System (AIS) to receive long-term information regarding vessels passing through the Kinmen-Xiamen fairways. The data was then entered into the Marine Geographic Information System (MGIS), through which vessel location information is shown on Electronic Chart System (ECS). The linguistic variables: water depth, vessel traffic density and distance from original fairway were taken as the input for Fuzzy Logic Control (FLC) theory. The Fairway Membership Index (FMI), acquired via Fuzzy distinction method, was employed to evaluate spatial planning analysis, to propose novel Fuzzy distinction method for the fairway seaworthiness, and to offer optimal suggestions for new fairway planning of the Kinmen-Xiamen.
