Government constantly encourage citizens engage in marine sport and expect through experiential learning and water safety awareness to decrease the drowning issues. Participation in the marine activities can develop the physical and mental health, and promote Taiwan to be a marine country. Therefore, promoting ocean literacy can increase marine environmental awareness. The main purpose of this research is to explore the citizens and students experiential learning, marine sport engagement, and water safety cognition. In this study, the researcher distributed 400 questionnaires and 377 returned with 94% returned rate. The researcher used stratified sampling for the participants. The participants divided into two groups: with marine experience in three months (experiment group) and without marine experience in three months (control group). The participants took from junior high school, senior high school, university and also citizens. Using reliability, validity, description analysis, t-test, correlation and regression analysis find that. (1) active and relevance of marine experiential learning are positive related to marine activities engagement; (2) marine safety cognition is positive related to marine activities engagement; (3) active of experiential learning is positive related to marine safety cognition; (4) marine safety cognition mediate the relationship between experiential learning and marine activities engagement. The results and suggestions could be the reference of future research and practices.
