This is also a new way for people to come across different ideas, creations and artworks. Nevertheless, the creative milieu and cultural meaning of clusters might influenced people by either a positive or negative way. A lot of studies are focusing on compositions of clusters, management strategies and development models, but visitors’ mind are rarely being discussed. This study dividing Cultural Creative Clusters into 3 types of leading role - government, enterprise and community. By looking into 3 different clusters in Taichung, this thesis used Hierarchical Liner Model (HLM) to explore the aesthetic economic of clusters which are influenced by their leadership types. The result indicated that when the cluster is government leaded, the influence on aesthetic is much stronger and has positive impact, however, on the economic site is negative. Therefore, leaderships intervention strength of clusters has to be flexible, and to be balanced on business activities. In sum, to unite other clusters, to enhance public-private partnerships and to raise competitiveness are what we are looking forward to seeing in the near future.
