Since the financial deficit is still a heavy burden to the state, how to allocate the resources effectively is now a serious matter. Unfortunately, the emergence of idle spaces and facilities is adding more difficulties to the financial problem, and therefore provoke criticisms. The government has been trying to solve the problem by activating idle spaces and facilities. Ironically, the main question is not how to activate the idle spaces and facilities, but how to keep them functioning after activation. Since more and more activated spaces and facilities are idle or abandoned again due to different kind of reasons, this means the government is wasting more resources and still haunted by the same problem. Therefore, this study is trying to figure out which key factor can lead to the sustainable development of the activated spaces and facilities by analyzing the successful activation of public idle spaces and facilities in Miaoli city. By using Documentary Analysis, the collected four main dimensions that influence the sustainable development of the activated spaces and facilities are as follows: “Policies and Laws”, “The Process of Activation”, “Planning and Operating” and “Advertising and Economic Benefits”. Further, using Decision Making Trial and Evaluation Laboratory (DEMATEL) to analyze collected questionnaire data and filter the key factors, and thus extract the core factor. The result of the study showed that “Well Maintenance and Management” is the core factor to the sustainable development of the activated spaces and facilities. Thus, the study suggests that the government should pay serious attention to the maintenance and management of the activated spaces and facilities, in order to prevent them from laying idle again.
