In addition, the second purpose was to explore the fit of environmental conditions for working holiday. There were five dimensions and sixteen weight factors to be obtained and evaluated for an AHP questionnaire through literature review. Questionnaires were successfully distributed to twenty one participants including community association members, government officers, and scholars. Expert Choice 11 version of the software was used to complete the AHP analyses. The results, in summary, suggested that: (1) demand for working holiday is increasing, (2) “community ecological environment” is the most critical qualification, and (3) “environmental health” is the heaviest weight factor for developing working holiday.
