Researcher tried to explore the idea of “Putting Policy into Cultural Studies”, by asking how the agency cultural technicians own as Public Intellectuals in the museum disciplinary systems, focused especially on the interaction between museum and local communities under the museum policy of Taiwan’s context. The object of case study – Yingge Ceramics Museum, used to be seen as a main strategy for transforming local industry into cultural industry. As from the late 1980s, the plan of constructing the museum became a common goal of both central policy and community. While in the progress of economic development, the central—local relationship as ‘top—down’ governing model challenged by local communities, for competing about cultural interpretation, bringing about it an appearance in both conflict and collaboration among the different actors. Researcher reviewed the development of theories of cultural governance, and built a model of certificating local cultural governance, tried to analyze the mentality, rationality and technology of the related actors, made their position and power structure clear. By so doing, the study attempts to rethink of the ‘cultural governance’ thesis method, and furthermore, bringing forward a new way of Taiwan local cultural governance both in practice and analysis.
