The smart city has a broad dimension such as the smart economy, smart people, smart governance, smart mobility, smart environment and smart living. Smart transportation becomes the major dimension for a city for being smarter. Smart transportation has close-related with public services within the smart city. To provide better services, the smart city required ICT-enabled service innovation, technology-based solutions for the whole public services. One example of ICT-enabled service innovation is an intelligent transportation system. Few previous types of research described the role of ICT-enabled service innovation in the smart city area. We developed eight ICT-enabled mechanisms for an intelligent transportation system that allowed providing service innovation to citizens. ICT-enabled mechanisms contain ubiquitous deployment, ontime resource control, data value development, behavioral pattern, navigation control, information center, service monitoring, and management control. The first rankings of ICT-enabled mechanism in Taipei is ontime resource control and in Surabaya is navigation control. This research is expected to be an idea for another city when developing intelligent transportation system toward the smart city.
