On the Behavior Intention for Policing Service APP--An Application of the Theory of Planned Behavior (TPB)

碩士 === 國立臺灣科技大學 === 管理研究所 === 104 === To strengthen the public security and placing the citizens’ concerns with respect to social security as primary objectives, the National Police Agency of the Ministry of the Interior undertakes measures to endeavor the objectives. Consequently, since the 13th, August of 2012, in consideration of these needs an APP was available for downloading by the public. It helps to position citizen’s 110 calls, anti-drunk driving code and other relevant public measures. The objective is to meet public needs for social security and expand the promotion of crime prevention, and strengthen police services to citizens whilst making it more convenient via mobilization. To estimate the level of willingness to use the police services APP, this research in accordance with the Theory of Planned Behavior (TPB). That concerns the willingness of use and the circumstance / situational when the APP is applied. To this end, an electronic survey was adopted which resulted in 126 replies. It recorded subject’s demographic characteristics including ages, genders, vocation and annual income in addition to the questions with respect to TPB studies. For hypothesis testing, the descriptive statistics and structural equation modeling were used to this end. The results show that among the four factors (Attitude, Subjective Norms, Perceived Behavioral Control and Privacy Rights), attitude and privacy were the most influential factors on the willingness of use of the Police services APP. It may imply when the government promotes and advocates for the general public to download and use the APP, it should focus the advocacy specifically on its practicality, functionality and convenience. Besides, by inviting spokespersons from amongst present popular idols or authoritative public figures, it can enhance the users’ positive attitude toward the APP. It may strengthen the protection of privacy rights and enhance users’ confidence and security, as a result improve people’s willingness to use the APP. However, particular attention should be paid to the considerations for efficient service as well as preventing the misuse of the APP. It other words, by appealing to citizens sense of civic pride for administrative resources may dissuade them from the pitfalls incurred by inappropriate or mischievous use.
