To achieve the purpose, this study has made analysis based on teachers'' professional campus learning environment, curriculum planning, student performance, ease of transportation, interpersonal relationships and other factors which have effects on parental choice of elementary schools according to some domestic and foreign literature. Furthermore, a survey was conducted based on the issue. The result was organized with the literature review to get specific conclusions and recommendations, hoping to provide reference for follow-up educational executive researchers. This case study used all students’ parents as the population to give the survey, randomly choosing parents from all 1st to 6th grades. The questionnaire data are designed with descriptive statistics, t test, single factor and number variability of methods of analysis. The study concluded that: teachers'' professional, campus learning environment, curriculum planning, student performance, ease of transportation, interpersonal relationships are some positive factors for parental choice of schools. Among them, the most important is ''teachers'' professional. " The remaining factors affect school choice in order is "campus learning environment", "curriculum planning", "student performance", "relationships", and lastly "traffic convenience." Therefore, for schools under the impact of low birth rate, the most important thing is to improve teachers'' professional capabilities. In addition, schools should use marketing strategies wisely to improve the school''s visibility.
