This study takes the marginal workers as the starting point, and discusses the effect of the minimum wage. First, we introduce the definitions of minimum wage and marginal labor. Second, we utilize a literature review to discuss these concepts. Next, we use a questionnaire survey methodology to study the relationship between the minimum wage and marginal workers. The results in the questionnaires are used to generate conclusions. The questionnaire survey results showed that the majority of workers believe that the implementation of the basic salary and increasing benefits improve labor production enthusiasm. Macroeconomic variables on the questionnaire analysis showed that for most workers and firms, raising the basic wages helps workers look for the work they desire, and improves the labor force participation rate. Furthermore, the implementation and increase of a basic salary will not affect the low educational level of workers, unskilled workers, young workers and disabled compatriots, even if there is a beneficial effect. The view of most marginal and non-marginal workers is that the adjustment of the basic salary should be decided in consultation with both parties. Frequency is the concern of marginal labor where the basic wage should be adjusted to a certain extent when the consumer price level rises while non-marginal workers think that the basic wage adjustment should be raised once every year at the highest proportion. Marginal and non-marginal workers think that marginal adjustment is based mainly on the basic salary and that the price level change is the most important factor, followed by the economic growth rate and third, the lowest cost of living with a reasonable amount of wage changes.
