They play an important role in developing the national economy and building major infrastructure projects. Their professional abilities directly influence the quality of engineering and public safety. Since Taiwan joined the World Trade Organization (WTO) in 2002, Engineering Services (CPC8672) has always been one of the open service sectors. According to The General Agreement on Trade in Services (GATS) and the relative Taiwan domestic laws and regulations, the commitments of Engineering Services in the schedule of specific commitments have also remained in The Cross-Strait Service Trade Agreement, The Agreement between New Zealand and the Separate Customs Territory of Taiwan, Penghu, Kinmen, and Matsu on Economic Cooperation (ANZTEC) and The Agreement between Singapore and the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu on Economic Partnership (ASTEP). Maintaining the same position can have detrimental effects on joining the free trade agreement and the regional economic integration for Taiwan because the current trend of the global service market is moving towards high quality, high standards and comprehension. It is necessary that we should have a study on the market access of Engineering Services in Taiwan. It is useful to understand the process, trend, and development of market access in Engineering Services by comparing the relative international agreement and Taiwan domestic laws and regulations. The study submits response strategies if current Taiwan supervisory mechanisms or legal systems are in need of amendment. In addition, the study provides some recommendations that stand on the results of surveying the level of openness in Engineering Services to promote a more open market. With respect to the Mutual Recognition Agreement (MRA), the study investigates the operation of relative international organizations and Taiwan’s participation in these organizations since the text of the Trans-Pacific Partnership (TPP) was released in 2015. Finally, the study provides some suggestions about how to sign the MRAs with other APEC economies to step up the cross-border mobility of professional engineers since Taiwan is an APEC Engineer member.
