However, there is limited amount of land in the mountain area. To increase living space, residents of the park area have attempted all possibilities to expand their territories for survival. As a result, illegal buildings have gradually established. The result of which was landscape vandalism of the entire region. According to Article 2 of the Building Act, the management authorities of the national park have been approved as specific local building authorities. They are responsible for delegating the management tasks of the buildings (including illegal buildings) in the park area. Only areas that could not be reached by local government authorities are granted with authority. Every county (city) takes on their own approach in dealing with illegal buildings, which are different from one another. However, the specified boundaries of national parks tend to cross different counties and cities. The consistency in handling illegal buildings in the park is bound to affect the effectiveness of the execution of management authorities. This study explores the level of perception and support of residents in the Yangmingshan park region and of elected representatives on the issue of handling illegal buildings after the release of the implementation of illegal building regulation in Yangmingshan National Park. This will be provided as a reference for improvement measures with respect to management as illegal buildings in national parks are dealt with. In this study, relevant information was collected and reviewed. Then, upon compiling the questions, questionnaire survey and in-depth interview were conducted. In addition, the effectiveness of illegal building handling in Yangmingshan National Park between 2012 and 2015 was considered. The findings showed that it is necessary to establish regulations for handling illegal buildings in national parks (specific local building authorities) according to local conditions. With a clear and consistent regulatory standard, effective communication and fair, open handling of illegal buildings can be carried out. Under this condition, not only the degree of the public’s obedience will be enhanced, but also elected representatives will not be burdened with the oppression of influence peddling.
