Administrative inspection is common and concerns all of us. It is an indispensable administrative action for exercising political power. However, it may possibly interfere with or infringe the fundamental rights of examinees. This research investigated the current status of inspection visits of foreign workers in Taipei from theory of administrative inspection. Through implementation and validation of theoretics combined with the mechanisms used by Taipei City Government, this study attempted to explore how administrative agencies should perform the inspection along due processes of law based on the principle of “administration according to law” and keep the balance between the public power and the fundamental rights of examinee. Besides, this study also examined if there is any deficiency in the current inspection visits mechanism of Taipei and whether the current laws are sufficient and in accordance with actual demand to execute the inspection visits. This study, finally separately the general administrative inspection mechanisms and inspection visits mechanism of foreign workers in Taipei, proposed respectively the existing disputes or potential disputes and made the conclusion and suggestions after an overall review.
