There is a crossing analysis to the parts of significant difference. This study could provide a good reference for the government - Ministry of Communication to make proper policy, then ascending the people satisfaction. This study is based on American Customer Satisfaction Survey Model presented by Ryzin (2004): used government institutions as a base, discussing the highway traffic control measures to the generals about "People expectation", "Perceived quality" and "Perceived value". Analyzing the affection to the people satisfaction. The information analysis tool is used by SPSS system. Through Validity Analysis, Reliability Analysis and Quality questionnaire. Adopted Narrative statistics to classify the basic information. Followed by the independent t test , one-way ANOVA and regression analysis to prove the study hypothesis. Narrative statistics revealed that road users agreed "the speed-limit to inner-lane passing" and "entrance ramp control". The most satisfied traffic control measures are "forbidden changing lane in the tunnel" and "dynamic open for road shoulder". The independent t test showed that "Perceived value" can be reached up to the significance of p<0.05 by driver's gender. The one-way ANOVA showed the "Perceived quality" can be reached up to the significance of p<0.05 by driver's age, driver's education level and vehicle model. The regression analysis categorized the study facets to "Dependent variable", "Independent variable" and "Moderator variable". In accordance with the model of theoretical construction, adopted corresponding linear and classified regression method to get the final result. Research analysis showed to the national freeway traffic control measures: "road user perceived value" has positive affected by "people expectation". "Road user perceived value" has positive affected by road "perceived quality". "Satisfaction" has positive affected by "road user perceived value". But there is no significant affection to "perceived quality" and "perceived value" by "people expectation". This study of analytic results and all collected public suggestions from questionnaire survey will provide to the national freeway bureau and publics as a reference.
