Therefore, it is an interesting topic to understand the feasibility if we can transform the development pattern of tourism industry to the operation of private universities. This study aimed to investigate a strategy for private universities to rebuild their campuses to become herbal tour spots for the tourists in their two days off per week. By taking TAJEN University as an example and using development process of qualified tourism factories and leisure farms which plant herbs in Taiwan as reference to analyze the designing process of campuses. We hope that the result of this study can be a reference for the owners of TAJEN University and other private universities who would like to make transformation. Further, the result can serve as a reference for higher education policy to solve the problem caused by the low birthrate. This study is to use literature review on both studies of tourism and leisure developing trend and operation crisis of private universities to dig out any useful information for a more detailed investigation. The research design of this study is questionnaire, SWOT, case study and interview to integrate our findings and to develop some suggestions on campus design of private universities. In the process of developing herbal tour spots campuses in TAJEN University, the priorities, working stages and the timeline should be set by the public opinions on this issue. In order to distinguish the characters of herbal tour spots campuses in the universities with department of pharmacy, the choice of herbs should be able to generate the benefits on education, commercialization and practical application. After completing the herbal tour spot campus, the competitiveness of TAJEN University will increase in industry-academic cooperation, enrolling new students, promotion, non operating revenue, cohesiveness of schoolmate and leading-in resource, etc. Three suggestions obtained in this study are as follows: 1.To the government 1.1Ease restrictions to avoid close-down of private universities 1.2Make no exception in resource allocation within all universities 2.To any university who are willing to build a herbal tour spot campus 2.1Develop the characteristic campus after a detailed evaluation 2.2An advice from others may help improve shortcomings 3.To TAJEN University 3.1Integration of resource to reach the goal 3.2 Reproduce the successful pattern to a second campus in order to reduce investment errors.
