The sustainable transport policies made for changing Tunghai Unerversity to Green Unerversity are also confronted by difficulties, so this study uses Tunghai Unerversity as a sample. First, this study shows the problems which sustainable transport policies have been encountering in Tunghai Unerversity, and uses the ten stages of analysis and solution to analyze the problem, finding out the lack in the stages of “future conjecturing” and “potential problems finding”. Then, after interviewing the users and specialists as well, we apply the Theory of Constraints to study this case further by using the five tools of Theory of Constraints. At first, we look into current situation, problem and cause, then, we list some solution, simulate future conditions, and find potential problems and action in this case. In the end, we come out 8 solutions, 7 obstacles, 10 middle goals and 19 actions, this suggestions are produced that can be offered to Tunghai Unerversity on this particular matter, also the following two outcomes: 1.Using the Theory of Constraints in this case can reinforce the stages of “future conjecturing” and “potential problems finding”. 2.We need to solve this sustainable transport policies problem in limited resource.
