Taiwan occurred Rabies related Wildlife ferret badger in 2013. Currently the detection of rabies positive has reported at nine counties (cities) in Taiwan. Base on that, how to strengthen related trainings of the animal epidemic prevention, and to align necessary human resource, to improve the testing technology and equipments, to establish connections with local resources, have became critical issues in the future. In this study, the concept of across boundary governance was adopted to explore the practice of canine rabies prevention work in Miaoli County, to analysis the interactions and challenges of animal epidemic prevention agencies, for-profit organizations, and non-profit organizations, to propose appropriate policy recommendations for Miaoli County. Base on the results of literature analysis and practical observations, this study takes semi-structured in-depth interview, conducts content analysis and transcript encoding. The selection guidelines include various stakeholders who involved in animal epidemic prevention in Miaoli County. Those interview questions include three categories of “existing experiences and regulations of animal epidemic prevention experience, division of labor among partners from three sectors, and the roles of leaders.” Base on the results of three mentioned categories, this study found that the concept of across boundary governance is helpful for Miaoli County to establish the network of animal epidemic prevention. The study concluded four positive outcomes of across boundary governance in Miaoli County. There are (1) could avoid conflicts in the process of policy-making, which is helpful in reducing the implementation cost of the follow-up actions; (2) actively expand democratic participation in decision-making is helpful for public managers in improving relationships with various stakeholders; (3) enhance group learning effect through public problem-solving process which is helpful in promoting diverse interactions for social resources and cooperative opportunities.
