碩士 === 東海大學 === 第三部門碩士在職專班 === 104 === Abstract The role of the nonprofit organizations becomes more and more important in countries around the world and also develop an indispensable link in modern society.In recent years, domestic nonprofit organizations which manage Old Person Mutual Aid Group(OPMAG) appear the events of fraudulent insolvency and affairs of cheating money frequently, or set death gambling parties and utlize sick elderly to be a dummy account to fraud money. These events have caused many social chaos. Therefore, the society's public accountability problems of Nonprofit organizations which management OPMAG are worth to attention and inspection. This study was conducted through documentary analysisand case study. By using the cases of social orgations which register in Taichung City to manage OPMAG, through such analysis, three main findings are reported:(1)There are many public accountablity in NPOs which manage OPMAG. (2)It is very hard to monitoring and management NPOs which manage OPMAG by existing law. (3)It is worth we to talk about social bureau if has human resorce and ability to monitor and management nonprofit organizations which manage OPMAG. Consequently, this paper suggests that any nonprofit organizations of social organizations or other business OPMAG control such as large amounts of cash flow shall be mandatory to announce business affairs and financial statement online to let members and crowds can inquire information on internet. Hence, we can reduce the problems of public accountability and avoid intentional personageuse the name of NPO to do the fact of illegal absorbing funds.
