Human continues developing land to meet demands, which results in damage to the ecological system. UNESCO proposed MAB in 1971, mainly aiming to human’s activities on damage to the environment, create the harmony between the human and the environment, and propose the idea of ecological cities. The plan promotes the countries al over the world to promote the development of ecological cities. Taiwan established the sustainable development committee in 1996, to promote sustainable development policies to promote sustainable development of living environment. According to the statistics of National Statistics, R.O.C.(Taiwan) in 2015, the population focuses on cities as economic development. Among the five cities, the population concentration of Taipei rises from 2.61 million in 2010 to 2.68 million in 2013. The green land area of each Taipei citizen reduces from 52.67 square meters in 2010 to 51.44 square meters in 2013. Reduction of green land results in being unable to absorb radiation heat, to promote the average temperature of Taipei to be 1.5° than that of other cities, so as to result in more and more serious heat island effect. In order to relieve urban heat island effect, Taipei plans the development strategies of ecological cities in 2010. However, the development strategies of ecological cities in Taipei have difficulties due to inconformity of government departments and lack of public participation. Considering this, the research takes Taipei’s ecological city development as basis and takes reference review and analysis as research basis, as well as adopts expert review method to conduct review on the industrial experts to discuss the opinion on the government’s promotion of ecological cities. The topic for discussion initially planned 72 appraisal factors, and took Fuzzy Delphi Method questionnaire of expert to gain the evaluation factors of Taipei’s ecological city, and finally took the hierarchy analysis method to gain the weighted value and priority of evaluation factors, to gain three evaluation faces of [environment], [society] and [economy], 9 important evaluation items such as [ecology], [pollution], [resource], [education] and [traffic], as well as 28 evaluation factors such as [roof greening], [degree of public participation] and [resource recycling]. The research results find that the building industry thinks that Taipei’s promotion in ecological cities shall mainly consider economy, and secondly consider the society and environment. The prediction experts think that economy is related to living quality. Therefore, experts think that building of ecological cities shall focus on stable economic development.
