Nevertheless, regulations are stipulated based on general cases with the most basic and minimum limits. Therefore, it has been an important issue of the current disaster prevention for buildings to improve the security of fire-protection evacuation. The route for escaping during disasters will directly influence the safety of the public. Among that, the set of dual-direction evacuation is particularly important to make sure the unblocked route for taking refuge and escape and the choice of the nearest evacuation route. Currently, laws and decrees stipulate that buildings with more than eight floors shall set over two through lifts. However, it is found that the problems and disputes rise concerning the relation between the set of two through lifts and dual-direction evacuation. Therefore, concerning the set of dual-direction route for escaping in the stairways of high-rise amalgamated dwelling buildings, the study executes retrospective analysis through literature, conducts case study, plan review, questionnaire survey and analysis, and collecting opinions from various fields to acquire relevant research results. The following conclusions are obtained: 1、From the aspect of market orientation: The survey shows that only 28% people will pay special attention to the safety of evacuation when purchasing houses. Fire-protection evacuation is not one of the main items that considered by the public when choosing and buying dwellings. Among that, the dual-direction evacuation draws less concern and attention from those buyers. 2、From the consideration aspect of cost: Setting two passageways which lead to stairs in each household is the best dual-direction evacuation method among the performance evaluation indexes of dwelling fire-protection evacuation facilities. Most of interviewees can accept the fact that shared areas increase due to the security improvement of the dual-direction evacuation. The survey reveals that 0~2% increase of shared areas wins the most acceptances while an increase over 3% is difficult for people to accept it. 3、From the aspect of life experience: In survey, general public pay the most attention on the item of emergency staircase among the evacuation facilities, while the dual-direction evacuation gets the lowest attention. It is shown that they have few experiences about the fire disaster. In daily life, their concern levels on the fire-protection evacuation are relatively low so that the basic understanding and value of the relation between the emergency staircase and the dual-direction evacuation are not available for them. 4、From the aspect of professional background: In the case study, due to the lack of professional knowledge, people were incapable to correctly judge whether the configuration of stairs influences the security of the dual-direction evacuation and whether the fire-protection evacuation route can effectively reach the dual-direction evacuation. Furthermore, they could not clearly distinguish the strengths and weaknesses of configurations of stairs. Thus, they could not put forward specific configuration plan of stairs or better plan of the dual-direction evacuation. 5、From the aspect of decree promotion: There is no quantitative rule and regulation of recognition for the amalgamated dwelling at present and is short of definition about the dual-direction evacuation. Therefore, people present a relatively weak and nonequivalent acquirement of information concerning the dual-direction evacuation of the fire-protection evacuation. The survey also shows that interviewees all agree to reinforce the publicity about the importance of setting dual-direction evacuations in stairs of amalgamated dwellings and to expressly stipulate the dual-direction evacuation in decrees to be followed.
