The cultural facilities were not only constructed in the cities but also gradually spread to all towns and places. The participants were the governments at first but now the participation has become their cooperation with the local residents. It was a trend to let local people support the local cultural institutions as docents and their power became indispensable. In this way, letting local residents tell stories about their hometowns has become an important topic. The study used the life history inquiry method and approaches of interviews, participant observation, observation logs and document analysis to understand two local residents in Xiluo, who served as docents in the Xiluo Cultural Museum and how they made dedications to their hometown. The study discovered that the Xiluo Cultural Museum is a cultural institution that has transformed from a private foundation. The institution relies on numerous local residents’ participations to operate stably and provide diversified services. To become docents from local residents has given the two local people a lot of obstacles, including the adjustments to their main lives and families, and the interactions with the Cultural Museum and additional learning about being a docent. Based on the findings of the study, suggestions regarding two aspects were proposed: 1) What are needed to become docents from local residents; 2) how to raise and encourage local residents to be docents. Local residents becoming docents to tell stories about their hometown is powerful. However, the process of becoming a docent lacks assistance from the Cultural Museum. Local cultural institutions should make good use of local residents’ wisdom and expertise, and take their needs of professional learning seriously. Additionally, the practice of the power of “bottom-up” cultural participation from society should be a long-term goal. It is suggested that further studies explore the hiring of the employees/docents, and the training system and its effectiveness, from the perspective as an institution manager. Future studies may also discuss other types of roles of local residents to help local facilities recruit more local residents of insight to achieve sustainable development.
