Therefore, on the pre-sale market, customers may encounter many problems, which, if not resolved appropriately, may lead to customers’ unpleasant experiences in purchasing pre-sale houses. What Construction Supervisory Agency Service does is to break the traditional information asymmetry, to take social responsibility, and to represent clients during reviews of pre-sale houses and control the quality of their constructions. By so doing, customers may feel not only assured while purchasing pre-sale houses, but also less worried about such unfortunate happenings caused by contractors as deliberate concealments of important information, jelly-built houses, or construction deficits. At present, there has been a scarcity of such services offered to help buyers of pre-sale houses monitor their constructions. This business plan fulfilled this gap by making possible the monitorship of pre-sale houses’ constructions. This business plan investigated consumers’ potential needs using a market survey. According to the findings, 43 out of 44 interviewees showed their interests in this business plan, suggesting this plan’s flexibility. The business plan is expected to meet customers’ demands by cultivating developments of related services and business models.
