Demanding lower-technique power is increasedat that time, therefore, import foreign labors for industry field. Up to now, foreign labors are over five hundred thousand in Taiwan. Foreign labors have two questions in Taiwan, one is todecrease foreign labor’ living problem and another is to increase their work efficiency. These questions are not only concern with organizational field, but also emphasis on government and agency. The purpose of this study is to use qualitative method, and to interview Vietnam’s labor. To check their ideas include government field, organizational field and agency field. At last, this study using the methods of analysis and conclude, to find some useful rules. This study exploring some high-tech industry for they import many Vietnam’s labors. Between them, we use random sampling method to fined four organizational fields, besides, to random sampling three labors for interview in every company, total interviewee is twelve.Interview line was divided into four items, first item is all field of management, second item is government field, third item is organizational field and last item is agency field. At the same time, the study use analysis and conclude methods to find some management paradigms for academy and practical.
