Summary:碩士 === 元智大學 === 管理碩士在職專班 === 104 === ABSTRACT Studying for “population ageing”and “elderly welfare”is considering as a problem.The global trend of the ageing population structure is coming that has influenced on economy, the social development.Moreover, the factor causes a shortage of labors, a reduction of economic growth, a slow social development, a fall in productivity, a weakened-competition of the country. On the other hand, this causes increasing- social welfare expenditure and the pressure of government spending. The meaning of an elderly welfare policy is to ensure the elderly people’s need for economy, live, safty, health. The study takes the case of Taoyuan County on December 25, 2014 where was reorganized from a county to become a special municipality named Taoyuan City.In the rapidly developing city,the ratio of new immigrant population has been increasing year by year. Especially, compare to the chanllange of population aging in Taiwan, the ratio of younger family is much more, but it has still been regarded as an aging society. The study illustrates population aging that included the social welfare sources, needs and expenditure; to delivery the social welfare policy for aging people as well as the justice and efficiency on the resource distribution. To take a visualized approach, the study shows statistics by graphics. Through visualized perspectives, the study transfers statistics to various graphics which becomes data visualization so that this paper represents population aging, the urban-rural divide, the seirous imbalance of population structure.
