With the opening of the introduction of foreign workers to work in Taiwan, human agency industry also will flourish. According to the statistics by Ministry of Labor, until the end of March 2016, Taiwan still has 1,472 operating agency. For this paper in depth the plight of foreign workers in Taiwan, the human agency employees on recruitment, introduction and management of foreign workers derived from illegal, the legal gray areas and the management of the company and other human agency.
