Questionnaire survey was the major data collection method examinee in this study. In specific, those who qualify in the professional an basic training of Coast Guard Administration of The Civil Service Special Examination for Coast Guard in 2013, 2014 and 2015 were chosen as the participations in this study. In total, 73 questionnaires were distributed, and 61 questionnaires were returned ; as a result,60 questionnaires were effective questionnaires. The effective response rate was 98%. The data were analyzed with statistic tools including descriptive statistic, the independent sample T examine, single-factor analysis, Pearson’s product-moment correlation, and multiple regression analysis. The major finding of this study are summarized as following: 1.The current situations of trainee characteristics, design of train, working environment and transfer of training are good, and the trainees may transfer what they had learned to working field. 2.There are not differences of effects transfer of training between different backgrounds of the participations. 3.There are relevant between transfer of training and training design of training and working environment. 4.The high level perception of training contents and supporting from supervisor positively influence the effect of transfer of training. As a result, suggestions of the study as following: 1.To the designed training institution: (1)Implementing training needs assessments to conform to working knowledge and ability. (2)Enhancing the communication between lecturers and students and increasing the opportunity of exercise. (3)Extending the period of professional training, and internship working contents. (4)According to the characteristic of adult learning, increasing discussion may enhance application capability. 2.To the affiliation: (1)Participating the procedure transfer of training actively to increase the supporting attitudes to transfer behaviors. (2)Setting up a platform for sharing experience to assist solve difficulties. 3.To the Coast Guard Administration of The Civil Service Special Examination for Coast Guard: (1)Previewing training contents to prepare exclude transfer obstacles.
