However, the capacity of investment in manufacturing industry in China is excess. Therefore, the government proposed “the Belt and Road” which is the most unprecedentedly important strategy and it is the key whether the Chinese economy can keep developing. Association of Southeast Asian Nations (ASEAN) has become the largest region that the foreign capital invests directly. Nevertheless, Taiwan, which is in the region of Regional Comprehensive Economic Partnership (RCEP), cannot participate. The long-term assistance and investment of the United State and Japan to ASEAN make them become the biggest competitor against China. In the future, the situation of competition between US and China will not stop. China has the “Belt and Road ” strategy. The United State actively wins over the countries in ASEAN. Japan must do the best to participate this competition to maintain their investment, energy, and transportation. The continuous development of ASEAN and South Asia has become the inevitable result. The Cross-Strait relations or Taiwan-China relations gets into a slump after President Tsai took office. Taiwanese government proposed “New Southbound Policy” in order to decrease the dependence on Chinese economy. This policy leads enterprises to invest and communicate with each other. The goal of this policy seems correct, but there is a great gap between the plan of Taiwanese government and other countries. For instance, the budget is not enough and the contents in the policy are not specific. The government also lacks deliberate plans and boldness in execution and even lacks strategic plans and arrangement with perspective. According to the carrier strategy and economic triangular strategical position of “New Southbound Policy”, we can analyze this “New Southbound Policy” in Taiwan and propose specific strategies and suggestion. To use Singapore as a base and springboard of “New Southbound Policy”, the government chooses Vietnam, India, and Indonesia as forward command centers. In addition, the government can ally other countries to make protection from malevolent attack and expand the market. The government can avoid the interference from China by combining the power between domestic and foreign non-governmental organizations (NGO) that builds complete support and communication system by soft power.
