To do the helicopter's three-dimensional disaster relief is not as simple as to call the taxi, we need to consider with climate, cloud cover, terrain and visibility and so on. After eight palm events, three-dimensional disaster relief is the disaster relief personnel must learn skills. This study aims to study the basic factors such as the road environment, the road traffic and the characteristics of the buildings in the area of the Laoye Villa of Xizhi District New Taipei City. The possible disasters and rescue methods in the event of a storm, the existing wind disaster rescue way is sophisticated and enhanced the effectiveness of the disaster relief in the region, as fire authorities for similar places in the storm on the basis of the rescue. According to the results of the local wind disaster rescue soldier’s chess can be found in the area near the fire units for the mountain area of the familiarity of the environment, as well as the existing disaster relief vehicle equipment and human use. Both need to match each other, so as to enhance the rescue of the performance and reduce the property of life and property loss caused by the wind disaster.
