This research employs Linyi street in Zhongzheng district as case study. The street is the early constructed area in the district without modernization even with the effort of the urban renewal plan by Taipei Municipal Government. The condition can be blamed by the incomprehensive plan without adequate scheme to those roads surrounding buildings; which incites intricate scene in Linyi street, and worsens the rescue. Besides, some households park sedans in alleys, considering of personal convenience but disregarding the law, to obstruct the path of the fire trucks; which clogs the fire trucks disabling the prime-time arrival with undue delay to rescue, endangering public security, and provoking huge casualties and property damage. This research focuses on the current situations of the narrow alleys distributing over Linyi street in Zhongzheng district through experts interview and literature review; the proposals and ideas bred can be applied for the questionnaire for the district’s firefighters, analyzed with SPSS statistics software for upgrading fire equipments, education and training, and generated for available measures to the small alleys’ rescue problems as well as the influences of those alleys to the fire rescue with suggestion on the fire prevention and calamity rescue policies. The fire prevention investigation ranges over anti-fire propaganda for tenants, fire passage painting in alleys, yellow paint for fire hydrant, and residential alarm and fire extinguisher; the result with over 57.39% identifies the approval of most on-site firefighters about the positive effect about the fire prevention to small alleys rescue. Over 53.94% confirms the rescue distribution; which shows the agreement to divide tasked areas with diverse rescue plans and layout of trucks disposition as well as with practices for enhancing firefighters’ familiarity to the surrounding environment.
