The study was conducted with questionnaires designed on the basis of literature review and related empirical studies. Participants selected by stratified random sampling were 180 teachers from public elementary schools in Hsinchu City. Then the collected data were analyzed and discussed. The major findings are as the following: First, elementary school teachers in Hsinchu City have a clear cognition of international education . Second, elementary school teachers with different individual and school backgrounds develop different cognition of international education. Finally,the relationship between teachers with different school backgrounds and their cognition of international education is positively correlated. According to the finding above, the suggestions are made. First, educational administrations should organize international education department to develop international curriculum. Not only provide incentives to stimulate schools’ willings to participate in international education projects but also teachers’ willing to pursue professional development. The standard of teachers’ number for each class should be promoted, and the numbers of students in a class should be lowered. Second, schools’ administrative staff should construct an appropriate school ecology. Decrease teachers’ administrative chores and balance every teacher’s work burden with teamwork. Encourage teachers to improve their professional knowledge and fulfill to what teachers need in professional development. Third, elementary school teachers should recognize the trend of globalization, enhance their professional literacy and ability in order to enrich teachings for students.
