The number of causali-ties is the largest so far since September 21, 1999 (Earthquake 921); meanwhile, it made an acute impact on our governmental disaster relief system. In order to respond to certain kind of severe disaster and construct the disaster relief system at every level of bureau-cratic hierarchy at the very same time, the R.O.C. bureaucracy has amended “Disaster Re-lief Act” to enhance the mechanism for R.O.C. Armed Forces positively support disaster relief. M.N.D. utilizes reserved service members to support in response to the need for disaster relief; namely, “Disaster Relief Act” is the basis of R.O.C. Armed Forces’ disaster relief. The main reason that Yilan County is the chosen case study is Yilan County locates on the north east part of Taiwan where faces the Pacific Ocean; therefore, the monsoon occurs in autumn and winter with great precipitation from the ocean and typhoons strike during summer. Meanwhile, Yilan County is the very “hotspot” where a typhoon disem-bark and leave. Furthermore, owing to short rivers and plentiful streams, once a typhoon disembarks Yilan with great rainfall, the typhoon will be devastating and the damage will be catastrophic without any doubts. There will be floods, landslides or mudslides by all means. Finally, the territory of Yilan County is vast and mountainous; hence, the popula-tion is relatively low. Once the complex disaster (compounded disaster) comes up, the support and requisition of manpower and material resources is much more urgent than any other areas. The study conducted an overall survey among the forces and personnel in charge of the disaster relief in Yilan County during December, 2016 and retrieved 237 effective questionnaires, which specifically focus on four aspects: the current mechanism of disas-ter relief, the role and function of R.O.C. Armed Forces in disaster relief, the resource of disaster relief of R.O.C. Armed Forces and the partnership between local governmental administration and the comments on the disaster relief of R.O.C. Armed Forces; conse-quently, we hope to be able to provide concerning suggestions and advices through the empirical investigation and analysis to facilitate the institution of disaster relief of R.O.C. Armed Forces as much as possible.
