While private equity fund has been being invested around the world, unexpectedly, there has been no substantial private equity fund investment in Taiwan ever since 2008. In addition, The American Chamber of Commerce publicly criticized the transparency of Taiwan’s administrative policy of foreign investment in “2003 White Paper”. Taiwan became the most investor-unfriendly area for private equity fund. Foreign direct investment plays a crucial role in economic development. The governments all around the world see attracting foreign direct investment as the essential task. Therefore, Taiwan’s administrative policy of private equity fund is an issue worthy of being discussed. The purpose of this research is to probe into Taiwan’s administrative policy of foreign direct investment of private equity fund. By reviewing the reference materials, cases analyzing, and in-depth interview, we would like to understand how private equity fund play a role in transnational investment, the obstacles of investment management, and the pros and cons of related measures enacted by government. Hence, we will submit the findings and policy suggestions to concerned authorities as reference for management of private equity fund. The findings are as followings: 1. Private equity fund investors have become important participants in transnational investment. 2. Business opportunities and profits propelled investors for private equity fund. 3.The information of private equity fund investment has become more transparent and recognized by public. 4. The incentives of Taiwan industries attract the investors from the world. 5. Taiwan is full of business opportunities but investment approval process is time-consuming, and there is still room for improvement. 6. Government policies for private equity fund investors are unfavorable. The suggestions from this study are as followings: 1.Establishing a more specific investment application procedure. 2. Continuing simplifying the application procedure for foreign direct investment and set up one-stop window. 3. Both government and private sectors should promote the correct concept of private equity fund. 4. Enhancing the promotion of Taiwan’s incentives and attract more foreign direct investment into Taiwan. 5.Building an approval mechanism with higher echelons, such as Executive Yuan, for major investment. 6.Investors should increase talks with government.。
