With this trend, Governments has been implementing policies of conduct and promoting devilment with the Livable City; in addition, promote Livable City has become the world’s goal. However, everyone has different estimation of livability, and the evaluation of urban indicators was dissimilar to the scholars, evaluators and evaluation methods. Compared with other urban indicators, there is no uniformity Comments and standards. So far, the Livable City index evaluation system only used in the national magazine agency, there is non-official rating have a formal category at all. As a result, this study consider that the livable city indicators are still in the development stage and may be a High research value in the future. With the economic development, Global attached very great importance to the sustainable development concept, promotion quality of life optimization and urban livability. The study hopes to integrate the concept of sustainable development in the assessment of livable city indicators. Moreover, as Hsinchu City as a case, who is the champion of "live and work evaluation “and "happiness index survey “in recent years. Through the construction of indicators of sustainability and livability to explore the status of Hsinchu City livable. First, this study explores the indicators of livable urban indicators and sustainable development indicators then compare the two types of indicators to find commonality, at last construct sustainable livable city indicators. In this study, in total of four facets compiled ten indicators for including "production (economy)", "life (social)" and "ecological (environment)". Indicators include energy supply, health care, crime rates, traffic, education, park green space, public facilities, mass transit, air pollution and water resources. Finally, this study use Compound Annual Growth Rate (CAGR) to analysis. Assessment shows except for the “traffic index” and “air pollution index” are out of the livable, overall, is biased livable and dense patterns of development.
