In 2011, the Government re-amended many unreasonable retirement benefits for public servants. However, there has still been a problem that the Public Service Pension Fund is suffering bankruptcy. Therefore, the Examination Yuan proposed the draft of the retirement pension law, a new retirement system reform program in 2013. Since the police officers are part of the public service administrative system, they can also be affected by the new reform program. The characteristics of the police organization is highly labor intensive, their missions are mandatory and occur at any time, so their aging and physical fitness wear are faster than the public servants who work in general administrative departments. Among the organization, the grassroots police often appear in the first line, the dangerous situation, of law enforcement. In the national pension reform, however , the retirement conditions of the police and other workers whose duties are dangerous and special gradually become strict, which leads to lots of complaints from the grassroots police officers and difficulties while choosing the retirement plans. The purpose of this paper is to ejplore the relevance between the retirees’ two choices: the current system and 2013 Retirement Pension Act and to compare the two options with each other to maintain the grassroots police officers’ dignity of retirement. The “retirement trend” occurs in these years has affected the normal operation of the police’s organization and human resources, it also makes the government difficult to withdraw the pension fund. The government needs to find a solution to satisfy the needs of the retirees and to prevent the pension fund from bankruptcy.
