Human communication evolves from the conversations of gestures to symbolically mediated interaction to normatively regulated interaction while the scope has broadened from self and another organism to the society. The corporate system arose following the prosperity in industry and business in Europe during the 14th-16th centuries. Following the industrial revolution, the capitalism and corporation system led to a dramatic change of the production mode. Corporations, driven by competition, needed to reduce costs by mass production and started to enforce the systematical, professional and scientific management for efficiency. The new mode not only brought corporations economic interest but also had some profound effects on the society, such as the Enlightenment in thoughts, the representative democracy and bureaucracy in politics and financial and currency system in economics, which helped shape the modern society. However, the longer people lived in the modern society, the more they are disillusioned. The worldwide economic recession, World War I and II caused people to reflect on whether the Instrumentalization, Utilitarianism, and institutionalization of the modern society which emphasized on rationalism and science resulted in excessive social differentiation and strong sense of alienation. The postmodernism emerged among these doubts. Our policing also faces similar challenges as people start to doubt the professionalism and the principle of rule of law. Therefore, it is necessary to review and explore the problems the police have when communicating with the public. The essay explores the imbalance of social life caused by the rationality through the theory of communicative action by J. Habermas, the German philosopher and socialist, and applies the communicative rationality protocol based on language to solve the dilemma of modernization and analyzes the difficulties of contemporary police work. In the world that has ever advancing technology and the internet full of false stories, it is hoped that the above mentioned theories may be applied to practical work to communicate with the public and a feasible solution may be found.
