In order to maintain operating qualities and assignment continuities, some IRBs had introduced job rotation system. To employees, it’s a method to develop their career; to organizations, it can improve efficiency by using work force fully. The aim of this study was to explore the relationship among job rotation perception, organizational justice, and rotation intention of IRB staff. Cross-sectional questionnaires were issued to IRB staff of the 58 medical care institutions approved by the Ministry of Health and Welfare, and 62 valid questionnaires were successfully collected. In order to examine the hypothesis of this study, SPSS statistics software was used to conduct descriptive statistics, Independent-Sample t test, one-way ANOVA analysis, Pearson Product-Moment correlation analysis, multiple regression and hierarchical regression analysis. Three conclusions had been obtained from the result of this study: 1.The IRB staff who had had job rotation experiences had higher job rotation perception and intention. 2.Job rotation perception affected intention positively and significantly. The IRB Staff who had higher job rotation perception also had higher intention. 3.The IRB staff’s perception on Organizational justice played no moderation role between job rotation perception and intention.
