This paper adopts 1998-2014 panel data construct the regression model test causal relationship between community development, fire facilities and fire damage. The results of this paper show that there is a positive relationship between community development, fire facilities and fire damage. In addition, this paper also found that significant rural-urban difference exists in the relationship between community development, fire facilities and fire damage.
