The traditional territory-based method of inspection has resulted in ineffective enforcement and unfamiliarity with laws and interpretations; however, following the specialization of duties, the safety inspection team became responsible for fire safety inspections. Every month fire crops would hold safety inspection meetings during safety inspection teams present cases for educational purposes. Also for every quarter, fire departments would also conduct meetings discussing the laws to enable the specialized safety inspection teams to keep improving their enforcement and understanding of laws. The framework for this study was set following a review of related literature and studies. First, the fire safety inspection system was examined along with the laws and regulations, the fire safety equipment commonly used today was then introduced, and finally, fires that had occurred over the years were looked into to find the primary causes for the substantial number of casualties. The study examined the number of fire incidents and the number of fire disasters between 2009 and 2014, to determine whether buildings where fires regulated and passed their safety inspections. It is also to investigate whether or not the current fire safety inspection system had been significantly helpful in reducing the incidence of fires and the casualty rate in New Taipei City. To prevent fire incident, the study suggests fire safety equipment as the hardware, and fire prevention awareness of the public as the software. Integration of hardware and software is necessary to affect in preventing fires from occurring and lowering the number of casualties. Therefore, besides raising fire prevention awareness, maintaining fire safety equipment at all times is also essential to achieve optimal effectiveness. 龐畯菱 2017 學位論文 ; thesis 88 zh-TW
