However, due to TDR is only allowed in the same master plan area it usually concentrates in high housing price areas. An obvious case is the New Civic Center of Taichung City. It is realized that the establishment of TDR’s total capacity based on neighborhood characteristics can efficiently relax the TDR concentration problem. This study aims to establish TDR’s total capacity and priority for TDR received area as well as to analyze the TDR effect to the level of service (LOS) of public facility by identifying primary school as central point of neighborhood and using Voronoi diagram as optimal service area of neighborhood. The LOS of public facility is divided into three types based on building volume including Regulation for the Periodical Overall Review of Urban Planning 1999 version (PORUP), urban planning alternative, and current development status, while the types of public facility are categorized into neighborhood facility (primary school, children’s playground, neighborhood park, green space) and road. The empirical study area contains 19 regions. Eighteen in the 19 regions use primary school as central points for analysis the LOS of neighborhood public facility. The last region is the New Civic Center of Taichung City for evaluating the degree of road load. Experimental results indicate that the LOS of current development status is lower than the LOS of the PORUP and the LOS of urban planning alternative is mostly lower than the LOS of the PORUP. It is believed that applying the LOS of urban planning alternative to be the building volume in the received area as regulatory rules and the building volume transfer order may cause an unacceptable results. Therefore, in order to make the optimal control of building volume of the received area and the TDR priority more close to reality, applying the LOS of current development status is a much better choice.
