Elements such as materials, professional technology, local culture, and tourism development have created an innovative environment for diverse cultural development, which benefits strategies and standards that cope with international trends, improving industrial competitiveness, and implementing sustainable development. In accordance with the Puli Miniature Industrial Park promoted by the Industrial Innovation Clause, Nantou County Government is utilizing county land to take inventory of potential local industry resources and industry needs, helping local industries to resolve small-scale land-use needs, and active promoting industry development. Keeping with global environmental protection issues, the park’s industrial development incorporates a “green industry” economic concept, exploring the connectivity of local cultural resources and local industries, successfully integrating the Puli Miniature Industrial Park with local industry resources and industries’ sustainable development, creating a new brand marketing channel for local tourism services, increasing local employment opportunities, and promoting economic benefit. This study collected relevant documents, which were first analyzed using the PESTE analysis method, extracting five major factors and formulating indicators. Based on this, an analytic hierarchy process (AHP) level analysis questionnaire was designed, and a list of industry, government, student, and local academic experts formulated. Analysis and screening conformed to demand factors, providing suggestions for the development of the Puli Miniature Industrial Park’s “green campus”. The result of this study indicated that the most important indicators of the Puli Miniature Industrial Park’s development of a green industry campus are land that local industries require for development, and their acquisition capacity. The second is the type of industries. In addition to considering food process and biotechnology, it is recommended that more consideration be given to local agriculture products, and that a holiday shuttle bus system be utilized to create a convenient link between the city and the park are, maximizing the district’s industrial efficiency.
